Indian Navy veteran remains in Doha even after his death sentence was commuted

A former Indian Navy official is still unable to leave Qatar even though his death sentence was commuted in 2023, turning what looked like a finished case into a lingering diplomatic problem. Purnendu Tiwari was one of eight former Navy personnel arrested in 2022 on espionage-related charges, and while the others later returned to India, his case did not end the same way.
According to the Ministry of External Affairs, Tiwari remains in Doha because he is still being detained in a separate case tied to alleged financial irregularities linked to his former employer. That means one legal matter was reduced, but another has continued to keep him in place. It is the kind of cross-border situation where one court decision does not automatically bring a person home.
For India, this is also a reminder that diplomatic pressure, legal process, and citizen protection often move on different timelines. Even when a sentence changes, the practical reality can remain stuck for months or years if a separate case is still active. Families often end up living with uncertainty long after the headlines move on.
The bigger story here is not only about one individual. It is about how carefully India has to monitor the legal treatment of its citizens abroad, especially when the case involves security sensitivities, foreign courts, and more than one legal track at the same time.
